The Electricity Plays A Significant Role in The Construction of The SSEZ

Creating an international special economic zone on the desolate hills of the Sihanoukville province with a population of only 200000 and no electricity, on water supply, no roads and no buildings is treated as a “story”. But after 6 year, this “story” was realized by the constructer of the SSEZ. The supply of the electricity is one of the self-built supporting facilities and it reflected the developing history of the SSEZ.

But after 6 year, this “story” was realized by the constructer of the SSEZ. The supply of the electricity is one of the self-built supporting facilities and it reflected the developing history of the SSEZ. At that time, the power facilities of Sihanoukville district (hereinafter referred to as "Sihanoukville") were really backward. The electricity supply of Provincial Capital depended on a diesel generator factory (3*4000KW) built by Malaysian and the number of the electric transmission lines was small as well. The electricity of some villages and towns was generated and supplied by small diesel engines arranged by local people. Therefore, both electricity quantity and transmission lines could not satisfy the electricity demands of construction in a short time. Initially, there was just a small diesel generator (45KW) to satisfy the electricity demand of the daily lives. With the carry forward of construction, the SSEZ Company enhanced the construction of electricity supply facilities from 45KW to 450KW. In 2009 the 4*1000KW power station was built and it basically satisfied the electricity demands of constriction, production and daily lives. From 2010, with the development of electricity supply through the Sihanoukville government, a 22KV high-tension transmission line was constructed from the downtown along the NO.4 highway. The SSEZ Company contacted with the government directly, and tried to gain electricity from the government. Because the government provided to the SSEZ Company with 500KW power use capacity and the demand of the electricity at night was more than 500KW, it was impossible for the SSEZ Company to exchange electricity supply method at that time. Anyway, it was a good attempt to take advantage of electricity supplied by local government. 

During the following two years, the construction of electricity facilities built by Cambodian government grew dramatically. Firstly, the hydropower station in GongBu province was built and put into use in 2011 which could provide the Sihanoukville province with 2000KW/h in the raining seasons. In the same year, the 2*50MW thermal power plant at the seaside of Sihanoukville was constructed and put in use in June 2013. During this period, in 2012 another 3*135MW thermal power station started to construct and the first generator set will be connected to use in June 2014. Moreover, in terms of the power transmission and distribution, the EDC in Sihanoukville built a 230KV transformer station in 1 kilometer from thermal power station at seaside. The 230KV electric transmission line was laid to transfer the electricity generated by hydropower station and connect with the circuit in Phnom Penh. Two 22KV lines transferring electricity to downtown in Sihanoukville were built as well.

At the same time, the SSEZ Company communicated with Cambodian CDC and EDC. Especially, in December 2012, with the promotion of the coordination conference, the electricity capacity provided by the government in Sihanoukville is expands from 1000KW to 2000KW step by step from 2013. At the same time, in term of the distribution facilities, the 22KV power transformer with total capacity 12500KVA was finished and put into use on 13th July. From then on, the electricity in SSEZ was supplied by the government totally. Until December 2013, for the power distribution network, the 22KV circuit was 3500 meters; 10KV circuit was 10000 meters and 400V circuit was 22400 meters. It means that the power distribution network in the SSEZ was created.

In 2013, considering the expand of industrial chain and the introduction of enterprises which consume a large amount of electricity, the SSEZ Company communicated with the subsidiary corporation of NINGBO THERMAL POWER CO., LTD about a project of self-building a thermal power station in the SSEZ. The initially scale will be 2×35t/h medium temperatures and pressure circulating fluidized bed boiler equipped with 1×7.5MW extraction condensing turbine generator set. If the electricity consumption grows, the machine set will be expanded. Predictably, the total investment of this project is $48 million and the machine set will adopt the 3 × 130t/h high temperatures and pressure circulating fluidized bed boiler equipped with 2×25MW extraction condensing turbine generator set. The annual production value will be up to 50 million dollars. At present, the CDC in Cambodia has verified and affirmed this project, and relevant documents are being dealt with. If this project is in the operation, it will promote the development of marking and investment in the SSEZ and enhance the expanding and updating of industrial chain. It means that the SSEZ will have enough electricity to introduce the large and medium-size enterprises which are equipment and technology intensive instead of small-size labor intensive ones.

Currently, the SSEZ Company not only is preparing to build thermal power station by itself; but also communicates with national and local EDC positively. It believed that the basic facilities in the SSEZ will be improved continuously and the electricity supply equipment will be optimized as well.
